    Default Disappearing DVD Drives

I have just installed a new hard drive of which I have partitioned to run both Vista and XP. I have two DVD drives of which both are new and were working properly thru all of the set up (Re-installing software programs and peripherals) until I tried to install the software for my scanner. (Was on Vista at time) The computer would not begin autorun so I attempted to open thru my computer. At this time the computer froze up and so I had to shut it down. When I started it back up neither of the Disk Drives would run (Would blink when first loaded then stop working) also my computer would not show their existence, nor could they be found in the device manager. This to was the case when switching over to XP. (No recognition of drives) I have tried restoring computer. tried to boot from start up and have re-checked all conections several times. I have had this problem once in the past though it was corrected by simply restarting the computer as many problems are however I'm at a loss as to how to rectify this persisting problem.

Anyone with knowledge of this problem please advise
    Thanks
