Help - cannot access windows!!!!

I cannot access my internet page, it says: Security Policy Settings might be blocking connection, I definitely am logged on to the net as I can still use windows messenger. It says the policy provider is.
Filter Name: IS filter calllout
but I cannot find this anywhere to change the settings
Any suggestions please!!!!!!!!
