Recently my MSM Hotmail has been upgraded to Windows Live Hotmail.
Ever since then any attempts by me to add an attachment to my e-mails has failed.

What happens? do you get any error message?

When creating an e-mail and then trying to add an attachment, 1st I clicked "Attach" (obviously), and then I clicked "photo" (which is what I wanted to attach) which led me to a page offering nothing but a revolving circle of green dots in the top left corner which stopped when a notice came up saying "did you notice the information bar?" which doesn't actually appear. Pressing ok doesn't lead to anything. If it is relevant I have cleared cookies for www.live.com as requested by WLH.
Maybe I am misunderstanding what "photo" means, as I have now found that I can manage to attach a photo by following the Attach- "File" instead of Attach- "Photo". Which means that I think that I have solved my problem and I hope my e-mail recipients have received their attachments.
But seeing you have been so good as to read this far, are you able to tell me what the Attach- "Photo" option is for? Seeing as I can't get it to do anything for me.
I only have dial-up connection of 32 kb per second (because I'm daft enough to live in a tipi up in the Welsh hills) if that is relevant at all.

Back to your question, I think attach "photo" means your are trying to actually display the picture from within the email then send it, rather then attach the file
