Default My PC Does not connect to the internet using local area connection or wireless HELP!

I have looked at lots of questions on the internet and its been dead for a week now, it is not a router or ip provider problem as both my laptop and playstation connect absolutely fine, i ussually use a ethernet cable connected to my router and when that died i swapped to wireless which worked for less than a day before dying also, had been fine for months.

If i do a complete restart of the router (unplug for 10 seconds) and then start it again my pc will connect to the internet for literally less than a second before going back to local only, and then not even identifying the network.

I am running windows vista, Dell xps
I have already done a system restore, isp provider has also checked and everything is fine

Thought id add some more info, none of this means much to me though (._. )

    IPv4 connectivity: Local
    IPv6 connectivity: Limited

When i diagnose i get 3 solutions, restart adapter, router or get new ip none work. restart router enables me to connect for a second though as stated before. if i diagnose with wireless i get no solutions just unknown reason, but if i just got my wired working id be happy

Windows Vista Home Premium (6.0, Build 6000)
    2.4ghz Quadcore
    2046GB ram

Full reinstall of windows is a last resort thing, i have ALOT of stuff on this pc 200gigs of it and no vista CD or way of backing it up

More stuff that sounds important, and bad

Ran a test for the local area conn cable it said:
(i)This adapter is configured to obatain an IP adress automatically. No DHCP server is present on the network. Windows selected an IP adress using Alternative Private IP Adressing.
    (x)Ping gateway 0.0.0.0 : Failed
/!\ No DNS server is available for this connection
/!\ No WINS server is available for this connection
    (x) Ping Network 0.0.0.0 : Failed

SADPANDA, sorry for MASSES of text wanted to give as much detail as possible.

Im not a computer wizz i dont even understand half of what i just wrote hehe

Ive posted this on several sites and still no info

Reset WINSOCK entries to installation defaults: netsh winsock reset catalog
    This step went fine.

Reset IPv4 TCP/IP stack to installation defaults. netsh int ipv4 reset reset.log
This step couldnt reset echo request and said access denied, but the rest of it said ok!

Reset IPv6 TCP/IP stack to installation defaults. netsh int ipv6 reset reset.log
None of this step worked because it had the same error as the ipv4 with the access denied but also it didnt do the rest as it said there was no specified settings to reset.

I definately ran it as admin, no idea why it said no permission.

However i reset my computer after doing all of them again and got the ipconfig /all . This is it:

    No expert on internet connections but found this advice;
Right click on the Internet Icon in the task bar click on “Open Network and Sharing Center”

    Click on “Change Adapter Setting”

Right click on the “Local Area Connection” or “Wireless Network Connection” – Properties

In the “Local Area Connection Properties” or “Wireless Network Connection window all boxes

    will be ticked

Windows Vista & Windows 7 contains both the familiar IPv4 stack and the new IPv6 stack.

you do not need IPv6 at present disabling IPv6 in Vista & Windows 7 will help to speed up the

    connection on your broadband service

In the “Local or Wireless Network Connection”, you need to un-check the following items

    “Internet Protocol Version 6 (TCP/IPv6)”

“Link-Layer Topology Discovery Mapper I/O Driver”

    “Link-Layer Topology Discovery Responder”

Click-Internet Protocol (TCP/IPv4) Click the “Properties” button

Select “Obtain an IP address automatically

Select “Obtain DNS server address automatically”

    Click- Advanced-Click-WINS Tab-Tick-Enable LMHOSTS Lookup if un-tick

At the top of display the type of Lan card will be displayed

Click Configure – Click - Advanced Tab

Click- Connection Type - Change to “Auto- Negotiation”

Click- Flow Control-Change to “Hardware Default (Auto)”

    Click-Power Management Tab

Un-Tick if selected "Allow Computer to turn this device off to save power

    Click “OK”.

After altering some settings you'll need to close and reopen the window in 'network and sharing center' otherwise settings won't save, then go to next step.
    Hope it helps.

Just a silly question here -
    "Subnet Mask . . . . . . . . . . . : 255.255.0.0"
Usually that is 255.255.255.0 - just checking....if all the other computers are on 255.255.0.0 then forget I mentioned it.
