Default Desktop icons not responding after booting up

After booting up my computer it won't let me click on any of my desktop icons.
My mouse still works athough when I move the cursor down to the task bar it just turns into an eggtimer and doesn't change till i move it off the task bar. The boot process itself is fine. I can enter task manager click file>run new task but it won't let me browse my harddrive, have booted my computer to run last good config setting (F8) with no joy and can boot into save mode(F8). Through safe mode I ran my anti-spyware\virus software AVG 7.5 it found the average array of medium risk adware programs but not much else. can't run windows defender, system restore, or Avg anti-rook? kit in safe mode. have recently installed some cd\dvd burning software I heard that this can be problematic with the start up process (have sinced deleted the software with no joy). any help would be greatly appreciated
