Well, it doesn't appear to be part of a Microsoft Operating System, so can you tell us what program is missing this dynamic library link file?

I don't know what program it is supposed to be associated with, but with it missing, I cannot add a desktop wallpaper, and it defaults to an internet wallpaper when connected to the internet. Otherwise the desktop will have a blank background, and I am not allowed to make any changes or to add a wallpaper.

Have you added or uninstalled any programs which may have caused this to start happening? If so, can you reverse what was done to see if this solves the problem? Or, can you perhaps go to a system restore point? Usually missing or corrupt DLL file problems are usually a result of software changes. I haven't been able to find anything on this particular DLL file, but I'll keep looking. In the meantime, maybe one of the other guys can chime in with some ideas. I'm thinking a good registry cleaning might help.

I have tried registry fixes, but they fail to restore the missing file.
This problem also prevents the computer from recognizing previously saved restore points, thus preventing me from restoring the system.

If memory serves me, this Dll file was part of a group that was infected with malware, and was deleted during a system scan. ( can Dll files become infected?)

That's about all I can tell you.

I can't find any info on that dll file. It could be your OS files are now a bit corrupt after removing malware. Try running sfc /scannow and you'll need your XP disk. There is a space between 'c' and '/' .
Info on scannow-- http://www.updatexp.com/scannow-sfc.html
